Kathleen Mitchell was born in Athens, Ga. on June 1, 1870. As a youth, she attended Madame Sosnowski School in Athens. After graduating at age 17, she began teaching at Whitehall, Ga. While attending the state normal school in Athens, Mitchell worked as a supply teacher for the city school system.
After graduating from normal school, Mitchell took Teacher's Aid courses at Columbia University, New York University, Chicago University and the University of Georgia.
In 1897, Mitchell moved to Atlanta with her family to Atlanta, where she began a forty-five year career with the Fulton County School system. She served as principal at Virginia Avenue School in College Park, until 1915 when she was named Primary Supervisor for the entire district, a position she held until she retired in 1939.
Mitchell was instrumental in establishing Parent-Teacher Associations in Fulton County, as well as assisting in curriculum and text transitions.

Kathleen Mitchell served in the Fulton County School System for over 40 years before retiring from her position as the district's Primary Supervisor the in 1939. Mary Hughie - teacher and principal at Cedar Grove School - sends her regards in September of that year, just as Mitchell resigns. Hughie holds the distinction of being a primary plaintiff in a lawsuit filed by a number of female teachers who seek to overturn a board policy that bans them from marrying while an employee. The case was settled in favor of the teachers nine months before this correspondence. Hughie is in the foreground of the photograph.

Paul D. West (1904-1974) served as superintendent of Fulton County Schools from 1947 to 1971. He had risen from a Spanish teacher at Fulton High School in 1924 and his service was uninterrupted except for a brief stint as field agent for the American Red Cross during World War II.
West graduated from Fulton High School in 1920 and entered Emory University where he earned his first degree by 1923. He would serve as alumni president later in life. AS a student, he also attended Oglethorpe University, the University of Virginia, Middlebury College (CT) and the Sorbonne in Paris.
West would serve as a principal and director of curriculum for Fulton County Schools before becoming superintendent upon the death of his predecessor, Jere A. Wells. He was also selected to serve on President Eisenhower's Committee on Intergovernmental Relations Education Committee (Kestnbaum Commission) in 1953. he also served as president of the Georgia Association of School Superintendents and Board Members, the Georgia Association of County School Superintendents, and the National Conference of County and Rural Area Schools.

After the Civil Right Act of 1964 was signed, the federal government began enforcing the Brown v. Board decision of 1954, which ruled that segregated schools were unconstitutional. In response, the Fulton County Board of Education instituted a Choice Plan to integrate the schools. Under this plan, students and parents could choose which school they wanted to attend.

Superintendent Edwin C. Merry served as the Fulton County Schools Superintendent from 1908 to 1917.
In 1914, 43 schools (about half the system) were located five miles or more from the city center of Atlanta - and were thus considered rural.
The change to a 7-month school year came toward the end of an evolution in the school schedules that began with a 3-month term in 1871 when the system was first established. By the early 20th century, most schools had adopted the 9-month term that closely resembles the present school calendar; however, in rural areas, where school-aged children had responsibilities on family farms, schedules revolved around planting and harvesting seasons.

West graduated from Fulton High School in 1920 and entered Emory University where he earned his first degree by 1923. He would serve as alumni president later in life. AS a student, he also attended Oglethorpe University, the University of Virginia, Middlebury College (CT) and the Sorbonne in Paris.
West would serve as a principal and director of curriculum for Fulton County Schools before becoming superintendent upon the death of his predecessor, Jere A. Wells. He was also selected to serve on President Eisenhower's Committee on Intergovernmental Relations Education Committee (Kestnbaum Commission) in 1953. he also served as president of the Georgia Association of School Superintendents and Board Members, the Georgia Association of County School Superintendents, and the National Conference of County and Rural Area Schools.
